Ragging is any disorderly conduct, whether by words spoken or written, or by an act which has the effect of teasing, treating or handling with rudeness any student, indulging in rowdy or undisciplined activities which cause or are likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the psyche of a fresher or a junior student.


IIT Bhilai has a NO TOLERANCE POLICY for Ragging whether by IIT Bhilai students or of IIT Bhilai students, or both; whether inside or outside the premises of the Institute. Action shall be taken against people indulging in such activities either suo-moto or upon receipt of a written complaint from a victim giving details of the incident and alleged student(s).


The Honourable Supreme Court of India in its order has completely banned Ragging in educational institutes. It is emphasized that ragging besides being a reprehensible act, is now a punishable offence. Hence to comply with the verdict of the Honourable Supreme court of India and to maintain a fair environment of teaching and learning inside the campus, the IIT Bhilai has also imposed complete ban on ragging of any kind.


(A) The following Anti Ragging Committee (ARC) is being constituted as per the provisions of UGC Regulation on Curbing the Menace of Ragging in Higher Educational Institutions 2009 for a period of one year, or until further orders:

Functions of the Anti-Ragging Committee (ARC)

The committee shall carry out the following activities:

1. It shall be the duty of the Anti-Ragging Committee (ARC) to ensure compliance with the provisions of UGC Regulation on Curbing the Menace of Ragging in Higher Educational Institutions 2009, as well as the provisions of any law for the time being in force concerning ragging.

2. The Anti-Ragging Committee is responsible for inculcating a culture of Ragging Free Environment on Campus.

3. The Anti-Ragging Committee will be involved in designing strategies and action plan for curbing the menace of ragging in the institute by adopting an array of activities.

4. The Anti-Ragging Committee is also responsible for conducting awareness programmes from time-to-time on campus.

5. To take administrative action in the event of ragging.


(B) The following Anti Ragging Squad (ARS) is being constituted as per the provisions of UGC Regulation on Curbing the Menace of Ragging in Higher Educational Institutions 2009 for a period of one year, or until further orders:

Functions of the Anti-Ragging Aquad (ARS)

As per UGC regulations on curbing the menace of ragging in Higher Educational Institutes 2009, the Anti-Ragging Squad (ARS) work under the supervision and guidance of the Anti-Ragging Committee (ARC). The following shall be the functions of Anti-Ragging Squad (ARS):

1. To maintain Vigil, oversight, undertake patrolling functions and to remain mobile, alert and active at all times in the institute.

2. To make surprise raids in the concerned hostels and other vulnerable places where students generally visit and where either the incidents of ragging have occurred, or which are potentially prone to ragging.

3. To conduct an on-the-spot enquiry into any incident of ragging referred to it by the Director, IIT Bhilai or any other member of faculty or any member of the staff or any student or any parent or guardian or any employee of as service provider or by any other person, as the case may be.

4. To submit enquiry report along with recommendations to the Anti-Ragging Committee for action as pr UGC regulations.
